How do I make the big prize rarer?

Give it a lower weight, for example 0.5 while other prizes keep 1.

Can I run it on a tablet at a stand?

Yes. Use Present mode for a clean full-screen wheel; it works on phones and tablets.

What if a prize runs out?

Remove it from the list; the wheel updates immediately.
